Pres. Museveni Reportedly Tables Succession Paper, Says He Has Little Time Left on Earth
President Yoweri Kaguta Museveni has reportedly presented a succession paper to members of the National Resistance Movement (NRM) Central Executive Committee (CEC), raising fresh questions about Uganda’s political future.
The paper was reportedly presented during a CEC meeting held at State House on Tuesday, October 27, 2026.
According to a highly trusted source, Museveni told members that he had little time left on earth and that Uganda needed to consider who would succeed him.
Museveni has led Uganda for nearly four decades, having taken power in January 1986.
Museveni Outlines Qualities of His Successor
According to the source, the President outlined several attributes he would want in a person succeeding him.
These reportedly include patriotism, Pan-Africanism, a sober mind, a clean past, a strong educational background, and fear of God.
The source also indicated that Museveni wants a non-sectarian leader who can unite Ugandans beyond religious, ethnic, and other divisions.
The reported presentation has sparked fresh speculation about whether the veteran leader is preparing the ground for a future political transition.
However, the contents of the alleged succession paper have not been independently verified, and no official statement confirming the reported remarks was provided.
PLU Supporters Rally Behind Muhoozi
Supporters of the Patriotic League of Uganda (PLU) have welcomed the reported development, with some believing that their chairman, General Muhoozi Kainerugaba, meets the qualities attributed to Museveni’s preferred successor.
PLU Secretary General Twalla Fadil reacted to the report in a post on X, presenting Muhoozi as a suitable candidate to succeed the President.
“Mzee wa Taifa @KagutaMuseveni Presented a Succession paper at the NRM CEC meeting!
“According to CEC, the PLU Chairman @mkainerugaba ticked all the boxes to succeed him! Our President is not imposing Muhoozi Kainerugaba Museveni on us, it’s we the people who believe he ticks all the boxes to be the 10th President of Uganda. Asante CEC for having your ears on the ground,” Fadil posted.
His remarks suggest that sections of the PLU are increasingly positioning Muhoozi as a potential successor.
However, Fadil’s statement does not independently establish that the CEC endorsed Muhoozi or that Museveni formally selected him.
2031 Election Plans Remain Unclear
Despite the reported succession discussions, it remains unclear whether Museveni intends to contest the 2031 presidential election or prepare to leave office before then.
The President has remained a central figure in Uganda’s political landscape since 1986, and any eventual transition would carry significant implications for the ruling NRM and the country’s opposition.
The reported succession paper could therefore signal an important conversation within the ruling party, although its precise implications remain uncertain.
For now, neither an official succession announcement nor a confirmed decision on Museveni’s 2031 political plans has been established.
